The Benazir Income Support Programme (BISP) was scheduled to release the second phase of Rs. 13,500 payments in May 2025. However, this phase is experiencing some delay, and many families in around 60 districts are still waiting to receive their money.
The delay in Phase 2 payments has caused confusion among people, especially after BISP’s official account on X (formerly Twitter) — @bisp_pakistan — clarified on May 9, 2025, that the payment delays have nothing to do with international or political tensions.
Why Are BISP Phase 2 Payments Delayed in May 2025?
1. Geopolitical Tensions and Economic Uncertainty
The escalating India-Pakistan conflict, marked by India’s missile strikes on May 7, 2025, following the April 23, 2025, Pahalgam attack, has created a tense security environment. While BISP’s official X post on May 9, 2025, denied that payments were delayed due to “national conditions,” a report from credible sources on May 8, 2025, suggests that the broader economic and security situation has indirectly affected logistics and administrative processes.
2. Technical and Banking Issues
System overloads, particularly during high transaction periods, have delayed fund transfers to beneficiaries’ accounts or ATMs. For example, HBL Connect’s rural branches struggled with connectivity issues, affecting districts like Bhakkar and Khushab.
3. Biometric Verification Challenges
BISP requires biometric verification for all payments to ensure funds reach the right recipients. Issues like outdated fingerprints or NADRA database mismatches have caused verification failures, particularly for elderly or rural beneficiaries.
Latest Updates on Phase 2 Payments
On May 9, 2025, BISP’s official X account clarified that payments are proceeding as scheduled and that claims of delays due to national tensions are “false and baseless.” However, logistical challenges persist in conflict-affected areas.
They also informed that smooth disbursement of payments will resume from 12 May 2025.
