CM Punjab Free Livestock Program Phase 2 Starting Date Announced

The CM Punjab Free Livestock Program 2025, launched by Chief Minister Maryam Nawaz Sharif, is a transformative initiative aimed at empowering rural women and small-scale farmers in Punjab by distributing free livestock.

Phase 1 of the program has been completed, distributing thousands of animals to deserving women in South Punjab. Phase 2 is set to expand the initiative, reaching more beneficiaries with enhanced support.

The program targets 11,000 women across 12 districts in South Punjab, including Multan, Khanewal, Lodhran, Vehari, Bahawalpur, Bahawalnagar, Rahim Yar Khan, Dera Ghazi Khan, Layyah, Muzaffargarh, Rajanpur, and Kot Addu. By enabling women to sell milk or raise calves, the program aims to foster financial independence, improve livelihoods, and increase milk and meat production for local and export markets.

Phase 2: Details and Starting Date

  • Official Launch: Phase 2 is scheduled to begin on June 15, 2025, with registrations opening on June 1, 2025, as per the Punjab Livestock Department’s latest statement on livestock.punjab.gov.pk (accessed May 9, 2025).
  • Reason for Timing: The summer launch aligns with favorable weather for livestock rearing and coincides with the completion of Phase 1’s evaluation, ensuring lessons learned are applied.

Scope and Targets

  • Beneficiaries: Phase 2 aims to reach an additional 6,000–7,000 women, completing the program’s goal of supporting 11,000 total beneficiaries.
  • Districts: The same 12 South Punjab districts will be covered, with a focus on underserved tehsils and villages not fully reached in Phase 1. Additional districts may be included if funding increases, though no confirmation exists as of May 2025.
  • Animals: Approximately 6,000–7,000 cows, buffaloes, and goats will be distributed, prioritizing high-yield breeds. Goats are being emphasized in arid areas like Layyah and Rajanpur due to their lower maintenance needs.
  • Budget: An additional PKR 2.5 billion has been allocated for Phase 2, covering animal procurement, veterinary services, training, and digital infrastructure upgrades.

Eligibility Criteria

The eligibility criteria for Phase 2 remain consistent with Phase 1 to ensure aid reaches the most deserving:

  • Marital Status: Widows or legally divorced women.
  • Age: Under 55 years old.
  • Location: Resident of one of the 12 South Punjab districts with a Punjab domicile.
  • Poverty Status: No steady income, with a PMT score below 32 (verified via PSER).
  • CNIC: Valid Computerized National Identity Card.
  • Livestock Ownership: Must not own livestock or have sold animals from Phase 1.
  • Care Capacity: Ability to house and care for one animal, verified by local veterinary staff.

Application Process

The application process for Phase 2 is streamlined and transparent, with both online and offline options:

  1. Online Registration:
    • Visit livestock.punjab.gov.pk or download the “Asset Transfer to Rural Women” app from the Google Play Store.
    • Create an account using your CNIC and registered mobile number.
    • Fill out the application form with personal details, marital status, and poverty status.
    • Upload a scanned CNIC and proof of residency (e.g., domicile or utility bill).
    • Submit the form and receive a reference number via SMS.
  2. Offline Registration:
    • Visit the nearest veterinary hospital or livestock department office in your district.
    • Bring your CNIC, proof of residency, and any poverty documentation (e.g., BISP registration).
    • Staff will assist in filling out the form and entering details into the 9211 system.
  3. Verification:
    • Applications are verified via NADRA, PSER, and field inspections to confirm eligibility.
    • A computerized lottery system selects beneficiaries to ensure fairness.
  4. Approval and Distribution:
    • Approved applicants receive an SMS with instructions to collect their animal from a veterinary hospital.
    • Animals are handed over with a care kit, including fodder and a health certificate.

Registration Deadline

Applications for Phase 2 will close on August 31, 2025, though early registration is encouraged due to limited spots.
