Early Warning Reporting (EWR) System Launched in Punjab to Protect Women and Children

May 2025: The Government of Punjab has officially launched the Early Warning Reporting (EWR) System to prevent violence and improve response mechanisms for the protection of women and children. This initiative, developed under the Punjab Women Protection Authority (PWPA) and supported by UNICEF, aims to identify risks before harm occurs.

What is the EWR System?

The EWR System is a digital monitoring and alert system that allows authorities to detect, report, and act quickly in cases of:

  • Domestic violence
  • Child abuse
  • Gender-based violence
  • Missing children cases
  • Forced child marriages

It is part of the government’s broader effort to strengthen protection services and respond early to threats.

How Does It Work?

  • Local authorities, including police, health workers, and social welfare officers, are connected through a central digital platform.
  • Any reported suspicious activity or threat to a woman or child is entered into the system.
  • Immediate alerts are generated and sent to the concerned departments for action.
  • Cases are monitored in real-time to ensure follow-up and legal intervention.

Where Is It Being Used?

Initially, the EWR system has been rolled out in specified districts of Punjab, including:

  • Lahore
  • Rawalpindi
  • Multan
  • Bahawalpur
  • Faisalabad

Plans are underway to expand the system across all 36 districts of Punjab in phases.
